The Award

The Basel Institute and its regional partners hosted the Asia-Pacific Anti-Corruption Collective Action Forum in September 2023. On this occasion, the Basel Institute awarded regional initiatives that have demonstrated outstanding achievements in tackling corruption and raising standards of business integrity.

Thai CAC: winner of the 2023 Asia-Pacific Collective Action Award

The Thai Private Sector Collective Action Against Corruption (CAC) was presented with the Basel Institute’s Anti-Corruption Collective Action Award following a jury selection and public vote. The Thai CAC boasts a membership of over 1,400 companies and has gained growing recognition both in Thailand and internationally for its contribution to cleaner business. The Thai CAC encourages companies large and small to declare their intention to fight corruption, to assess their own corruption risks and to develop anti-corruption policies and measures. Representatives of the Thai CAC highlighted that:

The Thai CAC remains committed to amplifying its success stories across diverse platforms, with the hope of inspiring others to join the anti-corruption Collective Action movement.

The award, received by the initiative’s Director Phrommet Bencharongkit, recognises the outstanding achievements of Collective Action initiatives in the fight against corruption and a demonstrated commitment to a culture of transparency and accountability.

The other two finalists were the Maritime Anti-Corruption Network – India and the Global Platform for Sustainable Natural Rubber. Both demonstrated exceptional commitment to business integrity and produced tangible results in their endeavours.

Thai Private Sector Collective Action Against Corruption (CAC)

Established in 2010 by eight prominent business organisations in Thailand, the Thai Private Sector Collective Action Against Corruption (CAC) includes over 1400 member companies today. Thai CAC operates with three core missions. Firstly, it strives to build a substantial community of ethical and transparent businesses, encompassing both large listed companies and SMEs. Secondly, Thai CAC focuses on enhancing companies’ compliance standards to minimize corruption risks. Lastly, it collaborates to reform public services, enhancing their efficiency and transparency.

The impact of Thai CAC’s endeavors is evident in changes across businesses. A no-gift policy, for example, has been widely adopted by not only private sector but also SOEs. As a Collective Action, Thai CAC’s influence extends nationally and internationally. The organization shares success stories to inspire others, fostering involvement in anti-corruption initiatives.

Maritime Anti-Corruption Network-India (MACN-India)

MACN (Maritime Anti-Corruption Network) is a global maritime industry association dedicated to eradicating corruption in the maritime industry. With the membership and support of around 200 international maritime value-chain companies, MACN promotes fair trade by advocating compliance with anti-corruption laws and business integrity. It collaborates with various stakeholders, including public sector, private sector, maritime training institutions, maritime MOUs and media, to combat corruption.

MACN-India, launched in July 2022, operates a high-tech 24x7 multilingual Helpdesk supporting vessel arrivals in Indian ports and resolving corruption incidents. An interactive e-dashboard provides data insights for interventions, and the organization submits policy proposals for systemic changes to the government. The Steering Committee ensures industry feedback, and an outreach campaign fosters collective action stakeholders support for clean port experiences through meetings, webinars etc. All the maritime corruption incidents reported to it have been successfully resolved within about 4 hours of reporting. MACN-India is also receiving numerous feedback e-mails from vessel masters about their positive port user experiences now.

Global Platform for Sustainable Natural Rubber (GPSNR)

Founded four years ago, the Global Platform for Sustainable Natural Rubber (GPSNR) emerged as a collective action focused on enhancing sustainability and ethical practices within the natural rubber industry. Starting as an idea championed by several companies and NGOs, GPSNR has now enlisted almost 60% of the global natural rubber value chain as members.

Given that a substantial 85% of global natural rubber originates from smallholders in Asia, GPSNR recognizes the pressing need for sustainable practices. Their mission centers on elevating both the socioeconomic and environmental aspects of the natural rubber value chain. Member companies are committed to the GPSNR Policy Framework, which embeds principles supporting ecosystems, human rights, community well-being, and production efficiency. The initiative also places a strong emphasis on supply chain transparency and is developing systems for thorough assessment and traceability.

Jury Members

Prof. Dynah A. Basuil

Prof. Dynah A. Basuil is Executive Director of the Asian Institute of Management Ramon V. Del Rosario Sr. Center for Corporate Responsibility. She is also a full professor teaching human capital management courses in degree and non-degree programs at the Asian Institute of Management. Prof. Basuil’s research, covering strategic human capital, HR management on international labor standards, gender, downsizing, governance, and the effect of board characteristics on firm performance, has been published in top global journals in management and has been presented in international conferences attended by thousands of academics and practitioners in the management field.

Graeme Seed

Graeme Seed has been a risk management and compliance leader in financial markets for over 25 years. Graeme has held Singapore and Hong Kong based Regional Head of Compliance and Regional Head of Risk roles since 2003, working with full service international banking organisations. Presently, he is a Principal in Asia Development Bank’s Office of Anti-Corruption and Integrity – Prevention and Compliance Division, having joined ADB in 2022. Graeme is a dual citizen of New Zealand and Australia has a BA in Social Sciences (Economics), a Diploma in Banking and a Master of Laws.

Urantsetseg Ulziikhuu

Urantsetseg (Urna) Ulziikhuu is the Regional Coordinator for Asia at the Transparency International Secretariat, providing support to TI chapters in East Asia and Southeast Asia. Her educational background is in development economics, business, and compliance. She has previously worked at a number of international organisations including the UNDP, UNREDD+, British Embassy, and the World Bank. Before joining TI-S, she was the Senior Programme Manager at TI Mongolia and played an important role in setting up its first Business Integrity Programme and a dedicated Business Ethics centre in the country. She holds a MSc degree from the London School of Economics.

Gretta Fenner

Gretta Fenner is the Managing Director of the Basel Institute on Governance and Director of its International Centre for Asset Recovery. Before joining the Basel Institute, Gretta worked at the OECD in Paris as the organisation’s manager for anti-corruption programmes in the Asia-Pacific region, where she played a key role in establishing the ADB/OECD Anti-Corruption Initiative for Asia-Pacific. Gretta has advised a wide range of governments, donors, international organisations and multinational corporations on governance and anti-corruption topics, as well as organisational change, development processes and policy design.
